Sanitary District Meeting Minutes 2016

Mr. Bradtke called the meeting to order at 6:22 P.M. and led the Pledge of Allegiance. Roll call was taken with the following members present: Frank Bradtke, Jr., President; Richard Setlak, Vice­President; Patricia Sims-Smierciak, Member; Michelle L Haluska, Member; Beth R Hernandez, Clerk-Treasurer. Absent were: Kenneth D Gembala, Member; Stephen Kil, Town Manager; David Austgen, Town Attorney; and Michael S Forbes, Town Council.

Election of Officers-Mr. Bradtke requested nominations for President. Ms. Haluska made a motion to recommend Mr. Bradtke for President. Seconded by Ms. Sims-Smierciak. Mr. Bradtke made a motion to recommend Ms. Sims-Smierciak for Vice-President. Seconded by Ms. Haluska. Mr. Bradtke entertained a motion to elect Frank Bradtke, Jr. as President. So moved by Ms. Sims-Smierciak. Seconded by Mr. Setlak. Motion passed 3-0. Mr. Bradtke abstained. Mr. Bradtke entertained a motion to elect Patricia Sims-Smierciak as Vice-President. So moved by Mr. Setlak. Seconded by Ms. Haluska. Motion passed 3-0. Ms. Sims-Smierciak abstained.

Approval of Minutes: December 22, 2015-Mr. Bradtke entertained a motion to approve the minutes of the last regular meeting held on December 22, 2015, as written. So moved by Ms. Sims-Smierciak. Seconded by Mr. Setlak. Motion passed 3-0. Ms. Haluska abstained.

Payment of Bills-Sanitary District- Mr. Bradtke entertained a motion to approve the payment of bills for the Sanitary District for the month of January as listed for a total amount of $35,575 .17. So moved by Mr. Setlak. Seconded by Ms. Sims-Smierciak. Motion passed 4-0.

Any and all business that may come before the Board-Mr. Bradtke welcomed Ms. Haluska and Mr. Gembala to the board. Ms. Hernandez requested that the board consider Ms. Kathy Falaschetti as recording secretary. The board approved this request.

Public Comment-None

Adjournment-Mr. Bradtke entertained a motion to adjourn the meeting. Ms. Haluska made a motion to adjourn. Seconded by Ms. Sims-Smierciak. Motion passed 4-0. Meeting adjourned at 6:25 P.M.

Mr. Bradtke entertained a motion to use Cender & Company as our accountants. Ms. Haluska so moved. Seconded by Ms. Smierciak. Motion carried.

A. Consider Ordinance No. 1629SD, being an ordinance establishing a Rainy Day Fund (Fund 267)

After some discussion concerning the Rainy Day Fund, it was decided to table until all board members were in attendance.

4. NEW BUSINESS

Resolution 2016-09-27 SD

Mr. Bradtke entertained a motion to approve Resoltion 2016-09-27 SD authorizing entry into the first amendment and restatement of the January 1, 2001 joint interlocal cooperation agreement for sewage treatment and between the Town of Schererville, Indiana and the Town of St. John, Indiana for mutual benefit and all matters related thereto. Mr. Gembala so moved. Seconded by Ms. Sims-Smerciak. Motion carried.

Ordinance Nol. 16354 SD
Mr. Bradtke on First Reading of Ordinance No. 1634 SD establishing rates and charges for customers of the Municipal Sewer Utility. With a public hearing to be held at the October 27, 2016 Town Council Meeting. Ms. Sims Smerciak so moved. Mr. Gembala seconded. Motion carried.

Ordinance No. 1637 SD
Mr. Bradtke entertained a motion to approve Ordinance No. 1637SD, being a joint Ordinance with the Town Council authorizing certain wastewater treatment plant improvements, capacity acquisition, and all other matters related thereto. Mr. Gembala so moved. Seconded by Mr. Kmetz. Motion carried.

5. PAYMENT OF BILLS

Mr. Bradtke entertained a motion to approve the bills in the amount of $23,722.15. Mr. Setlak so moved. Seconded by Ms. Sims-Smerciak. Motion carried.

6. ANY AND ALL - Mr. Rob Kmetz was welcomed as the new member of the Sanitary Board.
